The transformation from the elite to mass higher education in Russia which took place in the 2000s is a serious challenge for the whole system of professional education. The “mass” character of higher education leads to such problems as an overall decrease of education “quality”, lowering of the value of higher education from the viewpoint of employers as a “signal” of employee’s high productivity, structural disproportions on the labor market related with an excessive supply of employees having formally a high qualification level, inefficiency in budget spending. Those changes exert a substantial influence on the behavior of various economic agents: students of higher education institutions and their parents, employers, heads of higher education institutions, representatives of the state authorities engaged in managing the system of higher education in Russia.

The increase of information volume and speed of information circulation in modern society has lead to an acceleration of professional knowledge obsolescence (? amortization), first of all in the most technologically developed industries. In this connection more and more urgent is the task of establishing a harmonic system of lifelong learning that meets the requirements of the labour market and uses, with maximum efficiency, the existing structure of education institutions.

The surveys of heads of professional education institutions is a component of the monitoring of education markets and organizations (MEMO). The purpose of the survey is determining the degree of compliance of the heads’ strategies with the interests of the state and realities of development of the society. The ideas of the heads of professional education institutions regarding the educational services market, their notion of the modern condition and perspectives of their institutions’ development are examined, they being both experts and persons who make decisions in the sphere of professional education.

The adult non-formal education/training (NFET) is closely related with the idea of lifelong learning, its main target being the development and strengthening of abilities of an individual to be adapted to the transformations in the economy, professional life, culture and society. To be successful one needs to be aspired for learning the new, this referring not only to professional knowledge and skills. 
 


Information Bulletin "Financial flows in the education system: expenditures of the state, households and employers" 2014 № 3 (77)

The total amount of expenditure on education is formed primarily out of three large financial flows: expenditure from the state budget, households (population) and enterprises (employers). The information database (though not quite exhaustive) of the budgetary expenditure on education is contained in the accounts of the Treasury of Russia on the execution of the state budgets of all levels, while an estimate of the amount of the budgetary funds allocated directly to education institutions may be obtained based on the federal statistical observation of education institutions’ activities.

Quite a few normative legal acts regulating various issues in education in the Russian Federation were adopted in 2012-2013, starting with the basic policy documents and enactments and ending with bylaws of the Government of the Russian Federation and federal executive bodies (in the first place the Ministry of Education and Science of the Russian Federation).

The situation regarding the main socio-economic indicators in most of the surveyed companies has not changed substantially in the past year. According to results of the 2013 survey the amount of enterprises with bad economic conditions is not expanding, however one would notice no signs of a considerable improvement of outcomes of companies’ activities, of a stable positive trend in the possibilities of the companies’ economic growth and of an availability of resources for the companies’ development. Nevertheless the heads of approximately half of the surveyed companies intend to upgrade technologies and equipment within the next year.
